Law Man-seng is one of the most reputable securities dealers in Hong Kong. One day, his car crashes and Law is sent to the hospital.

At the hospital, he sees a police officer Ho Chi-keung, Ho works for the Department of Homeland Security which is responsible for counter-terrorism. Ho has found some surveillance devices in the wreckage of Law's sports car which are for military use.

Inspector Ho starts an investigation into Law and finds that Law has some offshore funds of unknown sources. During his investigation, Ho notices a mysterious man hanging around Law's securities firm and tries to track him down with no success. The suspect Joe turns out to be hiding in an elderly home and he is wiretapping not only Law, but other members of "Landlord Club"’.

Originally thought will only be ordinary blackmail cases, but Law, Ho,and other people involved in the mysterious situation...
